Romney, Ryan hit the road in an energized campaign

HIGH POINT, North Carolina (Reuters) - Republican Mitt Romney's presidential campaign took on a celebratory tone on Sunday, as Romney and his new vice presidential running mate, Paul Ryan, basked in the support of cheering crowds in North Carolina.

Thousands of people lined a highway in High Point to greet Romney and Ryan, who stopped to shake hands and exchange high-fives with some of them. Another 1,300 packed into a stifling hot furniture warehouse for a rally with the Republican candidates.

"We can turn this around," said Ryan, 42, who was speaking of the economy and budget but might as well have been referring to the campaign of Romney, who has trailed Democratic President Barack Obama in recent polls.

"We can do this. We can get this country back on track," Ryan told the cheering crowd. "We can get our people back to work. We can get our debt paid off so we can give our children a better standard of life."

Romney added that he and Ryan have "a long road ahead of us, but this is day two to reclaim America's progress."

The November 6 election is more than two months away, but the rally had the intensity of a typical late-October campaign event. It showed how Romney's selection of the Wisconsin congressman as his running mate has injected new energy into a campaign that had struggled to move beyond Democrats' efforts to cast Romney as a wealthy former private equity executive who cannot relate to middle-class Americans.

Hours earlier in Virginia, where Romney had introduced him as the No. 2 on the Republican ticket on Saturday, Ryan, the chairman of the House of Representatives Budget Committee, told reporters that being thrust into the presidential campaign was "very exciting. We're going to win this campaign. We've got the wind behind us."

Romney, 65, seemed relieved to have a sidekick to end what he has called the "two against one" dynamic of the race, with Obama and Vice President Joe Biden on one side and Romney on the other.

"It's a far more compelling dynamic than just being out there on my own," Romney said late Saturday.

But it also was evident that Romney's selection of Ryan - who is known for his sweeping budget plan to reduce government spending and debt by trimming taxes and revamping Medicare and other social programs - is going to raise a series of hurdles for his campaign as it sprints toward election day.

In choosing Ryan, Romney is attaching himself to Ryan's controversial budget plan, which has been blasted by Democrats who say it would dismantle popular social programs that help the elderly and the poor.

Ryan's selection also suggested that Romney is tackling a prickly task during an intense, nasty and likely close race for the White House. His is asking Americans to consider tough questions about the future of Medicare, the government-backed health insurance program for the elderly, and a range of other programs plagued by runaway spending.

SEEKING A NATIONAL DEBATE?

In previous elections, candidates who have sought a not-so-popular conversation with American voters have run into problems.

In 1984, for example, Democrat Walter Mondale emphasized the need for higher taxes and was swamped at the ballot box as voters re-elected Republican Ronald Reagan.

If Romney's campaign wants to foster a national debate over social programs and government entitlements, the big challenge will be doing so under the white-hot glow of the final weeks of a presidential campaign that so far has been defined by sound-bite messaging and out-of-context attacks by both sides.

On Sunday, Republican National Committee Chairman Reince Priebus cast Romney's campaign as the one being honest with Americans about the nation's fiscal future and said Obama's team is more interested in attacking Romney.

Selecting Ryan shows that Romney "has the leadership and courage to present to the American people a real contrast and a real debate that the American people deserve," Priebus said on NBC's "Meet the Press."

Even so, Romney's campaign stressed that Romney would propose his own fiscal plan, suggesting that it did not want the former Massachusetts governor to be tied to everything in Ryan's budget.

"The thing you have to remember about these campaigns is that Governor Romney is at the top of the ticket, and that Governor Romney's vision for the country is something that congressman Ryan supports," said Romney spokesman Kevin Madden.

DEMOCRATS TAKE AIM

Democrats' efforts to cast Ryan - and, by extension, Romney - as a threat to Medicare could be key in the election.

Ryan's plan calls for an end to the guaranteed benefit in Medicare and replaces it with a system that would give vouchers to recipients to pay for health insurance.

The risk in such a plan is that if healthcare costs rise faster than the value of the vouchers, seniors would have to pay the difference.

Obama's senior campaign adviser David Axelrod said on "Meet the Press" that the Medicare changes supported by Ryan would put the healthcare program, which polls indicate most Americans do not want changed, into a "death spiral."

Independent Democratic groups have been more dramatic in their criticism.

A video ad from 2011 - made when Ryan first offered his proposals on Medicare but now getting a new life online with Romney's selection of Ryan - shows a man in a suit who resembles Ryan pushing an elderly woman in a wheelchair over a cliff, while "America the Beautiful" plays.

A message then pops up at the end of the ad: "Is America beautiful without Medicare? Ask Paul Ryan and his friends in Congress."

Romney rejected the notion that Ryan's plan would kill Medicare.

Ryan "has a plan ... to make sure we can save Medicare," Romney said. "And guess what, he's one of two sponsors - and guess what, the other is a leading Democrat," a reference to Oregon Senator Ron Wyden.

Wyden, however, has disagreed with Romney's characterization of his work on the Medicare issue, saying that he has voted against Medicare changes proposed in Ryan's budget.

Wyden told The Huffington Post that he merely had worked on a "policy paper" with Ryan that was designed to "start a conversation about how Democrats and Republicans might work together to uphold the Medicare guarantee."

Spain to get longer to reach budget goal

BRUSSELS (Reuters) - Europe will grant Spain an extra year to reach its deficit targets after it outlines further budget savings to finance ministers meeting in Brussels, diplomats said on Monday.

Although no final decision is expected at a Eurogroup meeting of euro zone finance ministers for a bailout of Spain's banks, a wider gathering of EU finance chiefs on Tuesday is set to ease a debt goal that has pressured Madrid to make punishing cuts that are exacerbating a recession.

Spanish and Italian borrowing costs continued to rise on Monday towards levels considered unsustainable in the long term as investors saw little chance of a respite in the euro zone's debt crisis from the Brussels meetings.

"Spain's budget consolidation targets will be adjusted to give it an extra year," said one of the diplomats.

"This is not a unilateral move. Spain needs to make the necessary cuts to reach that goal and this will be discussed on Tuesday at the Ecofin (meeting of ministers). I expect the extra year to be granted."

The European Commission will propose easing Madrid's deficit goal for this year to 6.3 percent of economic output, 4.5 percent for 2013 and 2.8 percent for 2014, officials said.

The new figures highlighted Spain's dramatic fiscal slippage. Madrid was originally supposed to cut its budget shortfall to 4.4 percent this year. Prime Minister Mariano Rajoy unilaterally changed the target to 5.8 percent in March before eventually accepting an agreed goal of 5.3 percent.

The Commission will make the new proposal on Tuesday to the EU's finance ministers, who would have to agree for the targets to become binding, two officials told Reuters.

Spanish Economy Minister Luis de Guindos will spell out at the meeting his government's plan for a package of up to 30 billion euros over several years through spending cuts and tax hikes that are due to be announced this Wednesday.

A source close to the Spanish government said 10 billion euros of cuts would come this year and that the measures would include a VAT hike, reduced social security payments, reduced unemployment benefits and changes to pensions calculations.

BEYOND REACH

Madrid had been due to reduce its national deficit to 3 percent of gross domestic product by the end of 2013. But a deep recession has put that beyond reach.

A decision on the full details of a crucial rescue for the country's banks is also due.

A Spanish government source said it would sign a memorandum of understanding on Monday in Brussels regarding the rescue, which would be followed on July 20 by a full loan agreement. As part of that, it will agree to create a single bad bank to house toxic assets from its banking sector.

Spain has requested a bailout of up to 100 billion euros ($125 billion). While it strives to cut its debts and shore up its struggling banks, it has pleaded for help to get down its borrowing costs. Spanish 10-year government bond yields above seven percent are not sustainable indefinitely.

"At this moment the only institution that has enough money to act is the ECB," Spanish Foreign Minister Jose Manuel Garcia-Margallo said at a conference. "For that reason, the ECB should intervene in markets, it should start massive purchases of public debt so that speculators understand that they will lose their bets against the euro."

The European Central Bank has proved markedly reluctant to revive its bond-buying program.

CROWDED AGENDA

Alongside Spain, euro zone ministers will also be confronted with the need to decide on a new structure for cross-border banking supervision, how to use euro zone bailout money, aid to Cyprus and whether to grant concessions to Greece, which has admitted it is missing its bailout program targets.

A key part of a plan agreed by euro zone leaders at a summit last month is to give the ECB a central role in the cross-border supervision of banks, which would then allow the permanent rescue fund - the European Stability Mechanism (ESM)- to recapitalize banks directly instead of via governments.

ECB President Mario Draghi, testifying to the European Parliament before ministers meet, called on governments to fully implement promised economic reforms and governance improvements to remove tension in financial markets.

Euro zone countries needed to send a message to investors that "The euro is here to stay - and the euro area will take the necessary steps to ensure that," he told lawmakers.

Draghi praised Portugal's progress with its EU/IMF adjustment program, said Spain remained fully committed and lauded Italy's public spending review, but he said some indebted countries were slipping into recession because they were raising taxes instead of cutting spending. He appeared to be referring notably to France.

EU leaders want to break the link between banks and sovereigns by not lumbering governments with debts for rescuing their lenders, making it harder for them to borrow.

They also decided that euro zone rescue funds can buy government to lower borrowing costs, with some conditions attached but without a full program.

Much depends on the ECB's role as supervisor, which will need to be grounded in European law. It falls to the European Commission to propose such legislation, which is not expected until at least September.

Despite the obstacles to the broad package outlined by leaders, the range of measures agreed allow some short-term action, although there is vocal opposition from the Netherlands and Finland.

Helsinki insists that there was no agreement on bond-buying by the ESM in secondary markets at the leaders' summit.

Coordinating euro zone finance ministers has been the job of Luxembourg Prime Minister Jean-Claude Juncker since 2005, but his terms ends on July 17 and ministers are due to discuss his successor on Monday. However, confusion over who that is likely to be means his term may be extended.

Ministers will pore over the findings of the "troika" of the European Union, the European Central Bank and International Monetary Fund from their first mission to Greece since June 17 elections.

Highlighting resistance to harsh austerity conditions imposed on Greece, Deputy Labour Minister Nikos Nikolopoulos resigned from the new government that won a parliamentary vote of confidence only on Sunday, saying it was not forceful enough in pushing lenders to ease the bailout terms.
