County may save on communications needs | Newsmagazine Network

A St. Charles County leader says that by shifting some tasks to another vendor the county may save a substantial part of a potential $486,170 contract the County Council authorized in July.

The council instructed Director of Administration Chuck Gross to spend up to that amount to evaluate locations for a new space for the county?s information technology offices, as well as for communications towers the county must have to unite area emergency departments.

Gross said that a proposed contract with the consulting firm Ross & Baruzzini, of Kirkwood, largely includes help in finding a new spot for the county?s information systems offices. The current location in the county?s administration building no longer has sufficient space or power for departmental needs.

However, the contract also included an option to spend $126,000 with a consulting firm to recommend locations for 15 communications towers in the area that are necessary to unite offices of local first responders. The towers need to operational by Jan. 1, 2014.

Gross said that the contract is still to be signed because Motorola ? the county?s current vendor for radio services ? is building a new radio data system for the government and as part of that work may be able to help officials locate the towers, savings the funds in the proposed Ross & Barruzini contract.

Recent federal changes in the availability of radio communications frequencies mean local governments across the country must re-evaluate their emergency communications needs.St. Charles County is using that opportunity, Gross said, to require all law enforcement, fire department, ambulance, and public works offices to unite their systems into a county-wide network.

?I think it?s a good idea. It makes sense,? said Lake Saint Louis Mayor Mike Potter, despite LSL being identified as a city where a 300-foot to 400-foot tall tower will be installed. In a previous report, MRN had incorrectly reported the tower would be 3,400 feet tall. It regrets the error.

Using existing towers and building new ones, however, requires precise calculation to provide effective service, Gross said. Complicating the process of locating the antennas is the need to work with multiple local governmental bodies and property owners.

When a change is made to one tower location, Gross said, it creates a ?domino effect? throughout the network planning.

He remains undaunted with the fairly short timeline he has for implementation. ?One way or another we?ll get the towers up,? Gross said.

Vodafone shows off a pair of Lenovo-made Smart Tabs, we go hands-on (video)

Hey, check this pair of tablets from Lenovo that were hanging out in the Vodafone booth here at IFA. The slates are actually branded with the carrier's name as the Vodafone Smart Tab II, the successor to Smart Tabs created last year by handset maker ZTE. The Smart Tab II has quite a nice build quality, and from the front it has a display that looks to match the level we've come to expect from the likes of Samsung. The rear, meanwhile, is covered with circular indentations, like a golf ball, with a large Vodafone logo at its center and small gray Levono one along its bottom.

The Smart Tab II comes in both a 7- and 10-inch varieties, which do a pretty good job covering the mainstream tablet spectrum. We reached out to Lenovo to ask whether they might be a rebranding of existing devices, and hear that they apparently have yet to go on sale. We're hoping to see them here in the US at some point, particularly in the case of the Smart Tab II 7-inch, which adds functionality compared to certain other seven inchers, offering up a rear facing camera -- although it's only two-megapixels in this case.

And while the build quality is quite solid on both, the 10 feels a lot thinner and sleeker in-hand. The larger tablet has 16GB of storage a 1.5GHz dual-core and is running Ice Cream Sandwich. The seven inch tablet is also running Android 4.0 and has 4GB of memory built in, priced at $190. Both devices have built-in GPS. Check out a video of them after the break.

'Superhuman' Paralympians burst onto world stage

LONDON -- A battlefield explosion sends troops flying, a speeding car flips over on a highway, a?"Murderball" player is knocked right out of his wheelchair, all set to?a?fierce Public Enemy soundtrack.?

"Forget everything you thought you knew about strength. Forget everything you thought you knew about humans. It's time to do battle. Meet the Superhumans."

That?s how British TV viewers are being introduced to this year?s Paralympic athletes by Channel 4, which is broadcasting the London 2012 Games. Its campaign is giving Superbowl ads a run for their money, going viral?with more than 500,000 views on YouTube alone.


The hard-hitting ad is designed to jolt the public into a state of awareness and awe of what many of?these disabled athletes have had to deal with just to stay alive, let alone compete at an elite level.?It highlights that the competitors have overcome disabilities and disasters most of us cannot begin to imagine or will ever have to face. And that was before they became world-class competitors.

The campaign also aims to combat?the impression that the Paralympics is essentially the "Olympics-lite." Among the sports the ad focuses on is wheelchair rugby -- which?is so violent that it's?been dubbed "Murderball." The sheer amount of full-force contact between players requires welders to be put on standby on the sideline to repair damaged wheelchairs.

Some of the hottest tickets at the London Paralympics are for wheelchair rugby. The sport is so violent and fierce, that it has been dubbed "Murderball". ITN's Lewis Vaughan Jones met Team Great Britain's inspirational captain.

The International Wheelchair Rugby Federation?has championed the "Meet the Superhumans" campaign and comments posted on its Vimeo page illustrate the ad's power. "Now that's what I'm talking about, 'Thank you for letting me be myself.' Public Enemy never sounded better," one fan wrote. "It's a great soundtrack for our ... lives whether we're Olympians or not."

This ad campaign for Channel 4's Paralympic coverage has captured the imagination of many people in Britain.

The event was founded 1948 to help rehabilitate injured British veterans returning from the Second World War, though many Americans remain unaware that it exists. (There's also a tendency to confuse it with?the Special Olympics, which is unrelated. Paralympic athletes compete despite impairments including amputations, blindness, cerebral palsy and mobility disabilities.) However, there are signs that 2012 will be its breakout year.

London-bound veterans push Paralympics back to battlefield roots

The success of the London 2012 Olympic Games has sparked a spike in public interest in Britain. Ticket sales have wildly exceeded expectations, with organizers saying 2.3 million tickets have already been sold, which is more than any other Paralympic Games in history. There's a high demand for the 200,000 remaining tickets, which will be made available in batches online.

Soccer superstar David Beckham is serving as an ambassador to the Games and Prince William and Kate Middleton are expected to attend Wednesday night's Opening Ceremony.

Ahead of the London Paralympics, L.A. Galaxy midfielder David Beckham spent a day learning blind football from Team Great Britain.

Team USA features 20 military veterans and active duty service members, including some wounded at war in Iraq and Afghanistan.

Among them is U.S. Army 82nd Airborne paratrooper Centra "Ce-Ce" Mazyck, who was paralyzed when her parachute got tangled with another in 2003. Doctors said she'd never walk again but Maczyk refused to listen. And she has proved them wrong.

"I wasn't hearing it. In my heart, in my soul, I knew I could walk," Mazyck told NBC News. "To this day, I am walking."

Centra "Ce-Ce" Mazyck, who was paralyzed during a parachute jump with the 82 Airborne in November 2003, will compete in the javelin at the London Paralympics. "This is my second chance," she tells NBC News' Jamieson Lesko.

The South Carolina-based mother of one is now engaged to be married but admits shes also deeply "in love" with her javelin.

'Very fortunate'
U.S. Navy Lt. Bradley Snyder was blinded by a bomb while rushing to the aid of two fellow soldiers in Afghanistan.

His training regimen had him swimming 4,000 yards a day at his local?pool in Baltimore. He is due to compete on the one-year anniversary of his injury.?

Lt. Brad Snyder lost his sight in an IED explosion in Afghanistan last year. The Navy officer will once again represent the U.S., this time at the London 2012 Paralympics in September.

"I knew I was very fortunate to be in that hospital bed and not in a coffin in the ground,"?Snyder said. "I'm going to show people that I'm not going to let this beat me. I'm not going to let blindness build a brick wall around me. I am going to find a way forward."

South African double amputee and sprinter Oscar Pistorius, who has been nicknamed the "Blade Runner," will compete in the Paralympics after making history by running?in the 400-meter event at the Olympics.

Pistorius is likely to face tough competition from Team USA, including a 25-year-old rocket scientist Jerome Singleton?and the 22-year-old Blake Leeper.

Pistorius, a double amputee born without fibulas in his legs, has trained hard to participate in the Olympics despite having to wear prosthetic legs. NBC's Mary Carillo reports.

Pistorius, a four-time Paralympic gold medealist, will carry the flag for South Africa at Wednesday's Opening Ceremony. Coldplay will perform at the Closing Ceremony on September 9.

"I believe these Games are going to change peoples' mindsets about disabilities," Pistorius told Reuters. "In the last two to three years I've seen a shift. For many years people have shunned disability, but I don't have anything in life I'm not able to do. I don't think of my disability, I think of my ability."

Sixteen countries are competing for the first time. Among them, Haiti will make its debut with two athletes competing in track and field.

This is the story of two paralympians from Haiti - a nation which is competing in the games for the first time. It's a country where disability is stigmatized and those who are disabled are shunned. ITV's Lewis Vaughan Jones reports on two pioneers who want to overcome prejudice and fill their nation with pride.

British broadcaster Channel 4 will show 150 hours of programming and about 350 hours more online and across three temporary on-demand channel.

The International Paralympic Committee predicts that, adding together viewers on each of the 11 days of competition, the total audience figure for the London Paralympics will reach 4 billion.

Of all the events that will be showcased in the Paralympics, few are as intriguing as blind soccer. ITN's Lewis Vaughan Jones met Team Great Britain captain David Clarke who explained how it works.

It said that four years ago in Beijing, a total overall audience of around 3.8 billion in 80 countries watched the 2008 Paralympics - including a total of 1.4 billion viewings in China across 11 days, 670 million in Japan and 439 million in Germany. Calculating figures in that way means individual viewers are counted several times.

The daughter of the founder of the Paralympics told NBC News that the record-breaking ticket sales and interest in the London event would have made her father "immensely proud."

Eva Loeffler said Ludwig "Poppa" Guttmann ? a neurologist who pioneered the rehabilitation of paralyzed Second World War service members at a hospital near London ? would have been "extremely pleased" at how the Games had captured the public imagination.

Lt. Brad Snyder, blinded by an IED explosion in Afghanistan, is now training for the London 2012 Paralympics.

The 79-year-old said it was "very appropriate, in a way" that so many veterans from the Afghanistan and Iraq conflicts were taking part in this year's event. "Helping the military wounded was where it all began, after all," she said.

Guttman, who fled Germany in 1933 after being persecuted by Hitler's Nazi regime, challenged medical orthodoxy at Stoke Mandeville hospital, north?west of London, by encouraging patients to play sports rather than accept their paralysis.

When London hosted the Summer Olympics in 1948, he created the Stoke Mandeville Games involving just 16 competitors. In the years that followed, he built his competition into the parallel Paralympic Games.

This year's event will feature 4,200 athletes from 166 teams competing in 20 sports.

For British wheelchair tennis star Jordanne Whiley, the Paralympics isn't just about winning - she also wants to outshine her bronze-medal winning father's achievements in the event. ITN's Lewis Vaughan Jones met them both as part of his series highlighting Paralympians and their sports.

Although Guttman died in 1980, Loeffler has continued his work, becoming a key figure in disabled sport ? and has accepted an honorary role as mayor of the Paralympic Athletes' Village at the Olympic Park in East London.

'Second-class citizens': Wheelchair user's fury at Paralympics over seating

One of Guttman's dreams was that disabled athletes would ultimately compete alongside their able-bodied counterparts ? a wish that came true last month with Pistorius' historic participation at the Olympics.

"He would have regarded that as a great moment, I'm sure," Loeffler said.

India needs to adopt Singapore-like models to make doing business easy: RBI

Indian government should adopt models like the one in Singapore to make doing business easy to prevent the economy from falling to new depths, the Reserve Bank of India (RBI) advised.

In its annual report for 2011-12, the RBI said lower interest rates alone would not be able to pull the economy out of disquiet, and stressed that there is a need to get rid of burdensome rules and regulations that hamper businesses.

Citing the example of Singapore, Governor Duvvuri Subbarao said, "There is a need to make doing business easy by adopting models like the one in Singapore, where multiple agencies/ministries sit together to quickly give a decision clearing investment projects."

While city-state Singapore topped the World Bank's list on ease of doing business, India is ranked at 132.

The central bank also urged businesses to aim at operating in a more competitive environment and earning normal profits within the legal and environmental framework. Businesses should not make attempts to exploit weak rules and regulation to their advantage at the cost of the taxpayers.

The report also highlighted the drag-down consequence of the twin deficits, fiscal and trade, on the economy. The report also warned that uncontrolled government spending would leave lower interest rates meaningless.

Economists have already warned that the country is facing significant risks to deficit and revenue targets.

EXCLUSIVE: GOP Platform includes Internet Freedom, language indicates influence of Rand Paul and libertarian-Republicans

Republicans could soon champion the protection of Internet Freedom as an official party issue, The Daily Caller has learned.?Language in the final draft of the Internet freedom proposal was obtained exclusively by The Daily Caller.

The language was finalized on Tuesday, a source in the Republican Party told The Daily Caller, but it awaits party approval next week at the upcoming Republican National Convention.

Approval of the newly finalized draft language, however, would make the party the first of the two dominant political parties to fully and officially embrace Internet freedom. It also signals what Republicans view as important and necessary to keep the Internet open and free.

?Internet Freedom?, according to the finalized draft language, would entail the removal of ?regulatory barriers? for technology businesses, resistance to international governance of the Internet and the ?constitutional protection? of personal data.

?We will remove regulatory barriers that protect outdated technologies and?business plans from innovation and competition, while preventing legacy regulation from interfering with new technologies such as mobile delivery of voice and video data as they?become crucial components of the Internet ecosystem,? said the finalized draft.

?We will resist any effort to shift control away from the successful multi-stakeholder approach of Internet governance and?toward governance by international or other intergovernmental organizations,? it said.

?We will ensure that personal data receives full constitutional protection from government overreach and?that individuals retain the right to control the use of their data by third parties,? it said.

Progressive and Democratic proponents of a regulation-laden approach to the Internet have long dominated the direction of the tech policy discussion in Washington.

Having tried to make a claim over the term with their own brand of freedom from corporate influence over the Internet, some progressive and left-leaning libertarian advocacy groups have even gone so far as to promote?a Declaration of Internet Freedom that codifies those principles.

Republicans have only recently ramped up efforts to dominate the conversation in bold fashion in recent months.

The GOP efforts are currently being modeled on the recent stance taken by the Ron Paul-founded Campaign For Liberty?s Technology Manifesto, as well as more right-of-center libertarian tech policy voices.

These voices include TechFreedom president Berin Szoka, Mercatus Center senior research fellow Adam Thierer, Associate Director of Technology Studies at the Competitive Enterprise Institute Ryan Radia, and Netcompetition president Scott Cleland.

It is also modeled off of the efforts of Republican politicians in both chambers of Congress.

California Republican Representatives Mary Bono Mack and Darrell Issa, Tennessee Republican Rep. Marsha Blackburn, Oregon Republican Rep. Greg Walden, Texas Republican Rep. Ron Paul and Michigan Republican Rep. Fred Upton are some of leaders in the House on Internet issues.

Florida Republican Sen. Marco Rubio, Texas Republican Sen. Kay Bailey Hutchison and Kentucky Republican Sen. Rand Paul have lead Republican efforts in the Senate.

The potential platform language also signals that Republicans are looking to modernize what it called the ?woefully out of date? Telecommunications Act of 1996, a law which Republicans in the tech policy community believe has kept the FCC and the Obama administration ?frozen in the past.?

The remainder of the potential party plank focused on the FCC?s responsibilities under that law.

?Today?s technology and?telecommunications industries are overseen by the Federal Communications Commission, established in 1934 and given the jurisdiction over telecommunications formerly assigned?to the Interstate Commerce Commission, which had been created in 1887 to regulate the railroads,? said the finalized draft language.

?An industry that invested $66 billion in 2011 alone needs, and deserves, a more modern relationship with the?federal government for the benefit of consumers here and worldwide,? it said, stating that the technology industry was being governed by precedents set in the 19th century.

The draft language also criticized the Obama administration and the FCC for the way it has handled its responsibility to conduct auctions for the licenses to various frequency ranges of electromagnetic spectrum.

It states that the Republican Party would ??call for an inventory of federal agency spectrum to determine the surplus that could be auctioned for the taxpayer?s benefit.?

?The current Administration has been frozen in the past,? said the language. ?It has conducted no auction of spectrum, has offered no incentives for investment, and through the FCC?s net neutrality rule,?is trying to micromanage telecom as if it were a railroad network.?

?It inherited from the previous Republican Administration 95 percent coverage of the nation with broadband. It will?leave office with no progress toward the goal of universal coverage ?? after spending $7.2 billion more,? said the language.

The lack of progress on establishing universal broadband coverage, the draft language said, hurt the farmers and ranchers in rural America, and small business manufacturers. It called for the provision of ?predictable support for?connecting rural areas so that every American can fully participate in the global economy.?

?With special recognition of the role university?technology centers are playing in attracting private investment to the field, we will replace the Administration?s Luddite approach to technological progress with a regulatory?partnership that will keep this country the world leader in technology and telecommunications,? it said.

Cybersecurity and online taxation, however, were two major issues absent from the final draft language. It also does not clearly address intellectual property issues.

Union Terrace Gardens: Sir Ian Wood delivers ultimatum for Aberdeen

OIL tycoon Sir Ian Wood has delivered a make-or-break ?ultimatum to the Aberdeen city councillors who wrecked his controversial proposals to transform Union Terrace Gardens into a new vibrant heart for ?Europe?s energy capital.

At his oil company?s headquarters yesterday he revealed that he had formally withdrawn the ?50 million gift he offered almost four years ago to help bankroll the controversial ?140m transformation scheme.

But then, in a new twist in the city-centre saga, the billionaire businessman said he would be prepared to look afresh at his funding offer within the next 12 months ? provided the council is prepared to reverse its decision and pledge its support for the city garden ?Granite Web? project.

His offer was immediately rebuffed by Barney Crockett, the Labour leader of the coalition administration.

Mr Crockett said: ?We are ?always keen to speak to anybody about helping Aberdeen in the future. But Sir Ian did ask for a definite decision at the earliest opportunity. And, from the council?s point of view, the council vote was a definitive statement on the project.

?I would not be considering revisiting the concrete or granite web.?

He said he was confident that the city council could still come forward with a revised scheme to attract Scottish Government support for a tax incremental funding (TIF) scheme to regenerate the city centre.

Sir Ian, the head of the Wood Group, had earlier said the council?s narrow two-vote majority decision to scrap the city garden project had been ?extraordinarily bad?.

He said: ?I genuinely struggle to understand it as do many, many of my colleagues. It is hard to understand the rationale and the logic. And what we have got today is some real outrage from right across the whole spectrum of different sectors of the ?community. I am really dismayed and incredibly disappointed on Aberdeen?s behalf. I really think we have lost something that could have been extremely significant and important for the city.?

US tycoon Donald Trump, who last month opened his Menie estate golf resort in Aberdeenshire, branded the councillors who rejected the scheme as ?small-minded?.

He said: ?It is very sad that Aberdeen City Council rejected Sir Ian Wood?s wonderful offer. The outcome of the public referendum was positive and the current vote of the city council is shocking.

?While Sir Ian has many other places where he can make such generous donations, the city?s residents will now suffer the consequences of a small-minded group of politicians who ignored the will of their ?constituents.

?They blew a great opportunity. Sir Ian is a wonderful man who has been treated shabbily and with total disrespect.?

Sir Ian said he had already told Valerie Watts, the council?s chief executive, that he had formally withdrawn his offer of financial support.

But he then revealed: ?In the unlikely event that the council reappraise their position and realise just exactly what they?ve lost then we may be able to play some role in that.?

There would, he said, have to be a ?fundamental change? in council thinking in the next 12 months ? ?such as the project comes back on the agenda in its present form and the council is prepared back it?.

The Scottish Government has also appealed to the city council to rethink its decision.

Washington County Uses Federal Grant for Recreational Boating Safety

A federal grant will help the Washington County Sheriff?s Office buy equipment for recreational boating safety activities.

The $29,783 will be used to buy a 20-foot work boat with a multi-purpose trailer. It will be used for search-and-rescue operations and for setting buoys. The boat will also have a presence at local fairs and presentations on safety.

The grant comes from the 2012 Federal Boating Safety Supplemental Equipment Grant and will be used by the Water, Parks and Trails Unit.

Romney, Ryan hit the road in an energized campaign

HIGH POINT, North Carolina (Reuters) - Republican Mitt Romney's presidential campaign took on a celebratory tone on Sunday, as Romney and his new vice presidential running mate, Paul Ryan, basked in the support of cheering crowds in North Carolina.

Thousands of people lined a highway in High Point to greet Romney and Ryan, who stopped to shake hands and exchange high-fives with some of them. Another 1,300 packed into a stifling hot furniture warehouse for a rally with the Republican candidates.

"We can turn this around," said Ryan, 42, who was speaking of the economy and budget but might as well have been referring to the campaign of Romney, who has trailed Democratic President Barack Obama in recent polls.

"We can do this. We can get this country back on track," Ryan told the cheering crowd. "We can get our people back to work. We can get our debt paid off so we can give our children a better standard of life."

Romney added that he and Ryan have "a long road ahead of us, but this is day two to reclaim America's progress."

The November 6 election is more than two months away, but the rally had the intensity of a typical late-October campaign event. It showed how Romney's selection of the Wisconsin congressman as his running mate has injected new energy into a campaign that had struggled to move beyond Democrats' efforts to cast Romney as a wealthy former private equity executive who cannot relate to middle-class Americans.

Hours earlier in Virginia, where Romney had introduced him as the No. 2 on the Republican ticket on Saturday, Ryan, the chairman of the House of Representatives Budget Committee, told reporters that being thrust into the presidential campaign was "very exciting. We're going to win this campaign. We've got the wind behind us."

Romney, 65, seemed relieved to have a sidekick to end what he has called the "two against one" dynamic of the race, with Obama and Vice President Joe Biden on one side and Romney on the other.

"It's a far more compelling dynamic than just being out there on my own," Romney said late Saturday.

But it also was evident that Romney's selection of Ryan - who is known for his sweeping budget plan to reduce government spending and debt by trimming taxes and revamping Medicare and other social programs - is going to raise a series of hurdles for his campaign as it sprints toward election day.

In choosing Ryan, Romney is attaching himself to Ryan's controversial budget plan, which has been blasted by Democrats who say it would dismantle popular social programs that help the elderly and the poor.

Ryan's selection also suggested that Romney is tackling a prickly task during an intense, nasty and likely close race for the White House. His is asking Americans to consider tough questions about the future of Medicare, the government-backed health insurance program for the elderly, and a range of other programs plagued by runaway spending.

SEEKING A NATIONAL DEBATE?

In previous elections, candidates who have sought a not-so-popular conversation with American voters have run into problems.

In 1984, for example, Democrat Walter Mondale emphasized the need for higher taxes and was swamped at the ballot box as voters re-elected Republican Ronald Reagan.

If Romney's campaign wants to foster a national debate over social programs and government entitlements, the big challenge will be doing so under the white-hot glow of the final weeks of a presidential campaign that so far has been defined by sound-bite messaging and out-of-context attacks by both sides.

On Sunday, Republican National Committee Chairman Reince Priebus cast Romney's campaign as the one being honest with Americans about the nation's fiscal future and said Obama's team is more interested in attacking Romney.

Selecting Ryan shows that Romney "has the leadership and courage to present to the American people a real contrast and a real debate that the American people deserve," Priebus said on NBC's "Meet the Press."

Even so, Romney's campaign stressed that Romney would propose his own fiscal plan, suggesting that it did not want the former Massachusetts governor to be tied to everything in Ryan's budget.

"The thing you have to remember about these campaigns is that Governor Romney is at the top of the ticket, and that Governor Romney's vision for the country is something that congressman Ryan supports," said Romney spokesman Kevin Madden.

DEMOCRATS TAKE AIM

Democrats' efforts to cast Ryan - and, by extension, Romney - as a threat to Medicare could be key in the election.

Ryan's plan calls for an end to the guaranteed benefit in Medicare and replaces it with a system that would give vouchers to recipients to pay for health insurance.

The risk in such a plan is that if healthcare costs rise faster than the value of the vouchers, seniors would have to pay the difference.

Obama's senior campaign adviser David Axelrod said on "Meet the Press" that the Medicare changes supported by Ryan would put the healthcare program, which polls indicate most Americans do not want changed, into a "death spiral."

Independent Democratic groups have been more dramatic in their criticism.

A video ad from 2011 - made when Ryan first offered his proposals on Medicare but now getting a new life online with Romney's selection of Ryan - shows a man in a suit who resembles Ryan pushing an elderly woman in a wheelchair over a cliff, while "America the Beautiful" plays.

A message then pops up at the end of the ad: "Is America beautiful without Medicare? Ask Paul Ryan and his friends in Congress."

Romney rejected the notion that Ryan's plan would kill Medicare.

Ryan "has a plan ... to make sure we can save Medicare," Romney said. "And guess what, he's one of two sponsors - and guess what, the other is a leading Democrat," a reference to Oregon Senator Ron Wyden.

Wyden, however, has disagreed with Romney's characterization of his work on the Medicare issue, saying that he has voted against Medicare changes proposed in Ryan's budget.

Wyden told The Huffington Post that he merely had worked on a "policy paper" with Ryan that was designed to "start a conversation about how Democrats and Republicans might work together to uphold the Medicare guarantee."
