The deadline for the latest Constituent Assembly (CA) tenure to end is looming large on the horizon, yet the top notch leaders of the three major political parties have just been moving in and out of the numerous scheduled meetings without even a little agreement. The talks on the sidelines of the meetings stress consensus, but the same proves elusive once the leaders gather to try to forge one. To put it with courtesy, the umpteenth meeting was also called so that the three major parties could come to a meeting point on contentious issues, including forms of governance, state restructuring and judicial system. And, as usual, the Nepali Congress (NC) and CPN-UML had a stance that was totally contrary to that of the UCPN-Maoist. Even after numerous parleys over time, it is quite queer that the parties have not been able to see eye-to-eye on matters of national importance, and drafting the constitution at present is the most prioritised task, more than that of the integration of the former Maoist combatants into the Nepal Army. But, what is being observed is that a lot is being made out of the integration issue, particularly by the Maoists demanding one thing after another. While on this, Maoist Chairman Pushpa Kamal Dahal has gone on record to claim that the integration process would be completed within a few days, and, thereby, the constitution would be ready for promulgation by May 27. However, the integration imbroglio, created by the Maoists for the most part has stalled any possible agreement on the thorny constitutional issues, which is rather unfortunate.

It is true that the integration aspect is quite valid, but the way it has been blown out of proportion does hint at dragging the constitution-drafting to the threshold of the CA tenure expiry date, which would not tally with the procedures to be followed before the declaration of the new constitution. Now, the moot question is whether the Maoists are creating the hurdles for consensus to materialise in the sinister plot to get the NC and UML into a

tight spot with the time constraint to agree on

whatever is put forth at the last minute before the strike of the hour. Even if that happens to the preference of the Maoists, the specific procedures and methods spelt out for moving forward on the still-remaining contentious issues will not allow sufficient time before the CA tenure ends, sans the promulgation of the constitution. That remains the problem with trying to stretch the timeframe given. Time and again the three parties have been missing one schedule after another.

That is the reason why CA Chairman Subas Chandra Nembang reminded the three major party leaders of their futile effort to get the statute promulgated by May 27 at this pace, and the obvious need to amend the Interim Constitution (IC) and the CA work schedule to cut short the procedures to approving the new constitution. In fact, what have the major parties been doing all this time, without taking into consideration the CA work procedures and the provisions in the IC regarding the promulgation of the new constitution? How are the people to believe Dahal when he speaks of a breakthrough within a few days?

Around one billion people in the world suffer from one or the other form of neurological diseases. This goes to show how common and dangerous these afflictions are. Nepal is no exception, and the holding of the fifth South Asian Neurosurgical Conference in the capital is appropriate. The problems of neurological diseases faced by the people of South Asia are similar, and this conference has enabled the South Asian countries to discuss ways of dealing with these diseases and also exchange expertise. Here, neurosurgeons have a crucial role to play in this very specialized field of medicine which requires much study and skill. However, the sorry thing is that the country is lacking neurosurgeons, which can be gleaned from the fact that there are only about 30 neurosurgeons in Nepal which has a population of about 28 million.

It is necessary to train more such surgeons. It is believed that it will take 25 years to produce 200 neurosurgeons which is far from the needs. To save patients with neurological problems from the trouble of having to go abroad for treatment, the availability of neurosurgeons in the country itself is the need.
